The Eyes and Ears of the Coast

Coast WatchBritish Columbia has about 17,000 miles of coast-line (if you straighten it out), with over 300 coves and inlets and 376,000 squares miles.

There are few communities with large distances between them, lighthouses are being de-staffed and there are fewer patrols than ever before. Thus the formation of this community based program to assist in the identification of persons, vessels, and aircraft involved in all illegal activities, particularly the inportation of illegal drugs into Canada.

Large quantities of drugs enter our country by boat each year. Drug smuggling is big business, often involving a lot of people and a lot of money and equipment.

Fortunately, such large scale operations can be detected by those familiar with normal marine activity.

The RCMP's coastal Watch program, in the fight against illegal drug importation, wants to enlist the eyes and ears of those in coastal communities. The program is two-fold:

  1. To teach people what to look for
  2. To help them transmit any information to the appropriate law enforcement agency
In BC the main threats are:
  • Drugs - 10 mother ships have been caught in the last 25 years. Overdose deaths average 200 per year in BC
  • Migrant smuggling - 4 vessels nabbed in 1999
  • Terrorism - Remember the Air India bombing originated in Vancouver!
  • Customs infractions
  • Environmental crimes - illegal pumping of bilges, etc.
  • Homeland industry - Protecting the assets of our forestry and fishing industries
  • Criminal Code - Boat thefts, B & Es, impaired boaters, etc.
  • Vessels in distress
