What is Block Watch?

Block Watch is a  program in partnership to the North Cowichan/Duncan RCMP.  The Block Watch’s goal is building safer communities.

Block Watch is simply a program of neighbours watching out for each other.  It is designed to enlist the active participation of citizens in cooperation with the RCMP to reduce crime and improve the quality of life in their neighbourhood.

  • It is becoming acquainted with your neighbours
  • It is working together to identify and solve problems in your neighbourhoodIt is helping police by being aware of and reporting unusual activities
  • It is learning to use 9-1-1 and non emergency numbers wisely
  • It is implementation of crime prevention techniques to enhance home security

How does Block Watch Work?

  • By having you and your neighbours use simple techniques to deter, delay, and detect crime and improve the quality of life for the neighbourhood
  • Being aware of criminal activity can help keep your neighbourhood safe
  • By joining together and working with you neighbours, your efforts help the police assist you in promoting a safe and healthy neighbourhood
  • Block Watch does not require frequent meetings
  • Block Watch does not ask that anyone take personal risk to prevent crime
  • Block Watch leaves the responsibility of apprehending criminals where it belongs, with the police department

Q) How do I interest my neighbours to participate in Block Watch?

A) Let people know about the main benefits of the program, and how they can profit from them. First of all, Block Watch helps to prevent crime through communication. B & Es usually occur in "rashes"; suspects usually target a group of homes rather then just entering one. By informing the neighbourhood of a single break-in, the whole block becomes more aware of the crime that is currently occurring in their community, therefore taking better precautions and being more watchful of suspicious activities. Secondly, Block Watch works to strengthen neighbourhood ties. We have all heard the horror story of the moving truck that pulled up and emptied out a house while neighbours looked on, simply thinking the people next door were moving. Block Watch prevents this kind of occurrence, as well as less dramatic examples. Simply knowing your neighbour's name and simple facts about their family can help you to identify suspicious occurrences or people. Lastly, Block Watch assists you and your neighbours in getting to know the police and how they can help you be safer in your everyday life. For example, most people don't know that every Block Watch member is entitled to a free home security survey by a Cowichan Community Policing Volunteer. This is a service provided to the community for the purpose of helping to make the average Duncan/North Cowichan home a more secure structure.

Q) How do I develop my Phone Fan Out System?

A) It's easy! Simply take the map included in this package, and arm yourself with Captain ID, blank resident list, pen and do an old fashioned door-to-door canvass of your area. This includes taking down names, phone number and email addresses. Then, bring it down to the Block Watch Office where we will enter it into the computer system and activate your block. Keep a copy for yourself (or have the office make you one), and you're all set!

Q) How does this Fan Out System Work?

A) The Fan Out System works as a two-way communication link between the police and the Cowichan community. The Captain acts as a hub, distributing the information from the Block Watch Office, and passing along information from their neighbourhood to the Block Watch Coordinator.
